Second Amendment to the Consultant Agreement for Design Services ("Second Amendment") between the City of Hawthorne ("City") and Office Untitled ("Consultant").
RECOMMENDED MOTION:
Staff recommends that the City Council approve this Second Amendment and authorize the City Manager to execute the Second Amendment to the Consultant Agreement.
DISCUSSION:
At the meeting of December 12, 2023, City Council authorized Public Works, Engineering staff to execute the agreement between the City and Office Untitled for Design Services for the City Hall Expansion & Civic Center Park. These services include the design of the underground parking structure, a new Civic Center Park and an expansion building to the existing City Hall.

- Revise the previously approved and documented design for the Civic Park to accommodate large gatherings for performances and other activities.
- Create a large central lawn area
- Revise the walking path around the park perimeter
- Planting and topography design that provides visibility of park areas from Hawthorne Blvd
ECONOMIC DEVELOPMENT STRATEGIC PLAN:
This project aligns with the City's Economic Development Element goal of enhancing the quality of life in the City, which is an important marketing asset for business attraction and making economic development a part of City decision. The City Hall Expansion and Civic Center Park is part of the City's plan to developing a publicly accessible and usable open space in a centralized area of the City.
FISCAL IMPACT:
None. Funds for the cost of $154,400 are available in the current fiscal year's adopted budget and will be paid for by several special funds from various City Departments, Los Angeles County Regional Park and Open Space District Measure A Technical Assistance Program (TAP), Community Development Block Grant (CDBG) Programs, and the American Rescue Plan Act (ARPA).
