Housing Authority Housing Choice Voucher Program 2025-2026 Draft Five-Year Plan, Annual Plan, and Administrative Plan.
RECOMMENDED MOTION:
1. Approve the 2025-2026 Draft Five-Year Plan, Annual Plan and Administrative Plan.
2. Direct staff to file the required Five-Year, Annual and Administrative Plans with the U.S. Department of Housing and Urban Development on or before the due date of April 17, 2026.

DISCUSSION:
The U. S. Department of Housing and Urban Development (HUD) requires Non-Qualified Public Housing Agencies (PHA) to submit an Annual Plan each year, 75 days before the beginning of the fiscal year. The Annual Plan encompasses the Agency's mission, goals, and objectives, including violence against women provisions in line with the Five Year Plan.
The City of Hawthorne Housing Agency's mission is to provide safe, decent, and sanitary housing conditions for very low-income families and manage resources efficiently. The PHA promotes personal, economic, and social upward mobility to provide families the opportunity to transition from subsidized to non-subsidized housing.
The Agency has approved Twenty (40) new owners for the Section 8 and EHV Programs during this reporting period, maintained the High Performer status by being consistent with program regulations and procedures, and worked to increase customer satisfaction and maintain a high quality of service. The Agency ensured equal housing opportunities by complying with limited English proficiency (LEP) requirements. Lastly, the Agency continues to pull from the Housing Choice Voucher program's Waiting List, continuously assisting Hawthorne residents when funding is available.
The PHA’s Administrative Plan has been revised to provide a strategic planning framework for PHA management of operations according to 24 CFR Part 903. It has been established to benefit all Section 8 and EHV Program participants directly and indirectly.

NOTICING PROCEDURE:
In compliance with the 45-day public review period and federal regulations, a Legal Notice of Public Hearing was published on February 20, 2025, through April 3, 2025, in the Hawthorne Press-Tribune, informing the public of the draft 2025-2026 Five-Year Plan, Annual Plan availability. A copy of the draft documents was made available at the Hawthorne Clerk’s Office, Housing Department, Hawthorne Library and on the City’s website for public review and comment from February 20, 2025, concluding April 8, 2025, at a public hearing at 6PM in the Hawthorne City Council Chambers.
