AGENDA ITEM NO. 10.

CITY OF HAWTHORNE
City Council
AGENDA BILL

For the meeting of 10/27/2026
Originating Department: Public Works

City Manager:
Department Head:

SUBJECT:

Authorization of repairs and recertification to Public Works Bucket Truck Unit #45.

RECOMMENDED MOTION:

Staff recommends that the City Council authorize repairs and recertification of vehicle for Public Works Bucket Truck Unit #45 by Terex.

DISCUSSION:

The Public Works Department utilizes Bucket Truck Unit #45 for bulky item pickups and other maintenance operations throughout the City. The vehicle is approximately 32 years old and was sent to Terex, a specialized repair facility, for hydraulic repairs and required safety recertification. The original approved repairs totaled $21,288.33 and included replacing the bucket, repairing the hydraulic cylinder, replacing damaged hoses, and addressing other mechanical issues. However, due to the vehicle's age, additional components began failing during the repair and inspection process, resulting in two additional approved repairs totaling $6,036.62 and bringing the current repair cost to $27,324.95. During the latest safety inspection, Terex identified two additional hydraulic valves that failed testing and require replacement at an additional cost of $4,481.39. Approval of these repairs would bring the total repair cost to $31,806.34, allowing Terex to continue the safety recertification process and work toward returning the vehicle to service.

The Public Works Department also evaluated the estimated cost of replacing Unit #45. Based on current market pricing, a comparable new bucket truck is estimated to cost approximately $250,000. The proposed total repair cost of $31,806.34 represents approximately 16% of the estimated replacement cost. Although the vehicle is approximately 32 years old and continues to experience age-related mechanical issues, completing the necessary repairs may extend its useful service life and allow the City to continue utilizing the vehicle while planning and budgeting for a future replacement. The Department will continue monitoring the vehicle's condition and evaluating whether future repairs remain cost-effective compared to replacement.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

Maintaining Unit #45 in safe operating condition supports economic development by ensuring the continued delivery of essential Public Works services, including bulky item removal, that help maintain clean, safe, and attractive neighborhoods and commercial areas throughout the City.

FISCAL IMPACT:

None. The allocated amount of $31,806.34 has been approved in the FY26-27 Budget under equipment funds.

NOTICING PROCEDURE:

72 Hours posted notice pursuant to the Ralph M. Brown Act.
