AGENDA ITEM NO. 12.
CITY OF HAWTHORNE City Council AGENDA BILL For the meeting of 10/27/2026 Originating Department: Information Technology |
City Manager:
Department Head:
SUBJECT:
Approval of DigEplan Electronic Plan Review Software and Implementation Services to Replace "Bluebeam."
RECOMMENDED MOTION:
Staff recommends that the City Council approve the Agreement with Tyler Technologies and authorize the City Manager or his designee to execute the agreement.
DISCUSSION:
The City currently utilizes "Bluebeam" software to review, mark up, and process building plans and related documents submitted to the Building and Safety, Planning, and other City departments involved in the permitting and development review process. However, Bluebeam is no longer supported within the City's Tyler Technologies Enterprise Permitting and Licensing (EP&L) environment. The existing software has also experienced frequent crashes and stability issues, resulting in lost work, interruptions to plan reviews, and reduced staff efficiency. Tyler Technologies is transitioning its customers to "DigEplan," a fully integrated electronic plan review solution designed to work directly within the existing EP&L environment. Moving to DigEplan will address the current software reliability and compatibility issues while providing a more streamlined and coordinated plan review process across City departments.
The proposed "DigEplan" package includes licensing for up to 20 users and five additional light users, along with document comparison, calibrated measurements, standardized comments, real-time collaboration, and advanced markup tools. The package also includes additional AI and GIS capabilities intended to support the City's plan review operations. Implementation services will include system configuration, integration with the City's existing permitting processes, staff training, project management, and assistance transitioning to the new platform. Upon successful implementation, DigEplan is intended to replace Bluebeam for the City's electronic plan review operations, providing a more integrated and consistent approach to reviewing building plans and related documents.
