RESOLUTION NO. 8512 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA APPROVING A CONSULTANT AGREEMENT FOR CITYWIDE PARKING STUDY WITH KIMLEY-HORN AND ASSOCIATES.
 

RECOMMENDED MOTION:

Staff recommends that the City Council approve Resolution No. 8512

DISCUSSION:

Public Works reached out to its two on-call traffic engineering consultants to submit a proposal to perform a Citywide Parking Study aimed at resolving the City's ongoing parking issues and identifying viable solutions. The City received two proposals from both of its consultants. After a thorough review of both proposals and evaluation from City staff, it was determined that Kimley-Horn and Associates was the best fit for the project due to their experience developing parking studies for a variety of public agencies, expertise in all areas of parking planning, design and management, and the team's understanding of the City.

This study will identify and recommend changes to the City's on- and off-street parking regulations for residential areas and commercial corridors. The scope of work includes project coordination, community outreach and input, inventory and parking analysis of existing and future parking conditions, and parking management strategies.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

The City has been experiencing issues with parking for many years and the comprehensive parking study will aim to alleviate those concerns by mitigating the growing demand driven by residents and new businesses and gain the support of policy decision makers. As the City continues to grow economically, the study will address the ongoing parking concerns to continue attracting new businesses, generate positive economic benefits to the community and enhance the quality of life for residents and visitors.

FISCAL IMPACT:

None. Funds for the cost of $496,700 are available in the adopted fiscal year 2024-2025 and 2025-2026 budgets and will be funded through Proposition A, Proposition C, gas tax, and general fund.
