RESOLUTION NO. 8513, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, APPROVING THE SECOND AMENDMENT TO THE CITY MANAGER EMPLOYMENT AGREEMENT BETWEEN THE CITY OF HAWTHORNE AND VONTRAY NORRIS.
RECOMMENDED MOTION:
Adopt Resolution No. 8513 and Approve the Second Amendment to the City Manager’s Employment Agreement.
DISCUSSION:
Vontray Norris had been the City Manager for the City of Hawthorne since his appointment in April 2021. During the regularly scheduled city council meeting of February 25, 2025, the council recommended that the City Manager Employment Agreement to be renegotiated and designated Councilman Alex Monteiro as the City Negotiator. Councilman Monteiro and Vontray Norris negotiated the amendment terms of the employment agreement. The proposed Second Amendment to the City Manager Employment Agreement is attached as Exhibit A to the Resolution. The new provision includes the following:
- 10 % increase to the city manager’s salary to take effect immediately and annually thereafter.
- Increase of $650 per month of deferred compensation.
- Extension of the agreement to December 12, 2030.
- Increase of severance pay from 6 months to 12 months.
- Longevity pay of 5% at five years anniversary of appointment as the city manager.
