Agreement between the Hawthorne Police Department and Wrap Technologies for a five (5) year contract for the purchase of BolaWrap devices in the amount of $122,631.00 Approval of Blanket Purchase Order, not to exceed $122,631.00 to Wrap Technologies for purchase of BolaWrap contract services.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the agreement with Wrap Technologies purchase of BolaWrap in the amount of $122,631.00 and authorize Captain Eric Lane to execute the agreement.
DISCUSSION:
The Hawthorne Police Department is seeking approval for the purchase and acquisition of BolaWrap devices from Wrap Technologies to enhance officer safety and improve de-escalation tactics in the management of non-compliant individuals. The BolaWrap is a handheld remote restraint device designed to assist officers in safely and effectively managing individuals during law enforcement encounters.
The acquisition of BolaWrap devices aligns with the department’s commitment to using minimal force while ensuring public and officer safety. BolaWrap provides officers with a safer and more controlled method to address passive resistance, allowing for de-escalation without pain or injury. By reducing the need for higher levels of force, the device minimizes the risk of injuries to both officers and individuals involved in law enforcement interactions.
Additionally, the use of BolaWrap helps mitigate legal and operational risks by offering a non-lethal option that aligns with de-escalation policies. Its implementation is expected to reduce use-of-force incidents, thereby lowering the potential for litigation and claims against the department. Supporting officer effectiveness, BolaWrap enhances performance by providing a tactical advantage in situations requiring de-escalation.
