Resolution No. 8520- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, OPPOSING ASSEMBLY BILL 1061 (QUIRK-SILVA)
RECOMMENDED MOTION:
Staff Recommends that the City Council adopt Resolution No. 8520 Opposing AB 1061
DISCUSSION:
Sacramento has introduced another bill that seeks to take away local agencies’ authority to control its own land use. Senate Bill 9, which was passed in 2021 allowed ministerial approval for lot splits in single family residential zones. SB 9 contained an exemption for lots in Historical Districts. The state legislature and housing advocates claimed that there were cities abusing the exemption and thus introduced AB 1061 to change the exemption from Historical Districts to Historical Landmark. Based thereon, only a specific landmark property in Historical District may be exempt from SB 9, but not an entire district.
