RESOLUTION NO. 8523 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA APPROVING A PROFESSIONAL SERVICES AGREEMENT FOR LABOR COMPLIANCE MONITORING WITH LDM ASSOCIATES, INC.
RECOMMENDED MOTION:
Staff recommends that the City Council Approve Resolution No. 8523 and authorize the City Manager, or designee, to execute and make amendments to the Professional Services Agreement for Labor Compliance Monitoring with LDM Associates, Inc.
DISCUSSION:
The City has partnered with LDM Associates, Inc to provide Labor Compliance Monitoring services for the following capital improvement projects:
These projects are funded through various funds ranging from local funds to federal funds. These programs are at various stages and LDM Associates, Inc is needed to continue forward progress. Also, these professional services are necessary to ensure all reporting deadlines and policy requirements are met. LDM Associates, Inc has agreed to monitor all participating construction contractors and ensure all labor compliance documents, like certified payroll reports, are submitted accurately and timely to the California Department of Industrial Relations.
LDM Associates, Inc has been providing labor compliances services for various Southern California cities, including Hawthorne. LDM currently has a professional service agreement with the City of Hawthorne to provide professional services necessary to administer and implement the CDBG HOME Investment Partnership and other federally funded grant programs and other approved additional programs. The existing agreement does not include the necessary services for the labor compliance monitoring services needed for the capital improvement projects mentioned and all future projects that would require similar services. Also the existing agreement will end prior to the completion of the capital improvement projects mentioned previously and for any future capital improvement projects that require similar labor compliance monitoring services, thus the need for a new agreement.
Due to the specialized scope of work, the number of staff required to administer the programs, past years' audits, and new requirements, staff recommend that the City's agreement with LDM Associates, Inc be established and the scope of work fee requirements for these services be accepted.
- Airport Project #25-06; resurfacing of runway 7-25 & taxiways and trench drain extension
- Police Department Project #25-09; PD roof replacement
- City Yard Project #24-02; new city yard facility with fueling station
- Senior Center Project #24-03; renovation, extension and addition to existing senior center.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:
This agreement aligns with the City's Economic Development Element goal of enhancing the quality of life in the City, which is an important marketing asset for business attraction and making economic development a part of City decision.
FISCAL IMPACT:
None. The Professional Services Agreements with LDM will cost an estimated $223,320.00. Funds are budgeted within each project and will be funded accordingly through each project. These services do not affect the general fund in any way.
