HUD Correction to 2021 HOME-ARP Allocation
RECOMMENDED MOTION:
The staff recommends that the City Council:
1. Receive and approve the correction to the HOME- ARP allocation based on an increase of 3,245 AND
2. Authorize the City Manager or designer to submit documents of compliance to the US Department of Housing and Urban Development AND
3. Authorize the Finance Department to make the proper line item budget changes for FY 24-25 and 25-26 as necessary

DISCUSSION:
In 2021, the Department of Housing and Urban Development’s (HUD or the Department) Office of Community Planning and Development (CPD) allocated $5 billion appropriated by the American Rescue Plan Act (ARP) of 2021 to HOME Investment Partnerships Program participating jurisdictions. These funds, known as “HOME-ARP,” are intended to give jurisdictions the financial tools to assist the City's most vulnerable citizens by providing housing, shelter, tenant-based rental assistance, and supportive services for persons experiencing or at risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking, and other populations at greatest risk of housing instability.
While conducting recent quality control efforts, the Department discovered an administrative error in the allocations of the HOME-ARP funds. This error resulted in the City inadvertently being allocated less HOME-ARP funds than it was legally entitled to receive. Specifically, the Department determined that the City received $3,245.00 less in its HOME-ARP allocation than it should have. The full allocation is below and has already been allocated through a previously approved 21-22 Action Plan. This amount does not trigger a need for a substantial amendment to the Action Plan. It will simply increase the available funds for the Bridge of Hope Community Housing Project.
