PUBLIC HEARING AND RESOLUTION NO. 8538 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, CONFIRMING THE ASSESSMENT DIAGRAM AND ASSESSMENT AMOUNTS AS ORIGINALLY PROPOSED, AND AUTHORIZING THE LEVY AND COLLECTION OF ASSESSMENTS FOR IMPROVEMENT OF THE STREET LIGHTING SYSTEM (LANDSCAPING AND STREET LIGHTING ACT OF 1972) FOR THE FISCAL YEAR 2025-2026.

RECOMMENDED MOTION:

Staff recommends that the City Council open and close public hearing and approve Resolution No. 8538.
 

DISCUSSION:

The laws governing Street Lighting Assessment Districts require an annual report recommending, and a resolution adopting, the Street Lighting Assessment rates for the new fiscal year. An Engineer's Report was filed with the City Clerk's Office on May 1, 2025, which was then approved by the City Council on June 10, 2025, without a modification. 

The City's Street Lighting system is a utility-owned system for which we pay a flat tariff based on the number and types of lights provided. This tariff includes all poles, traffic signal lighting, wiring and maintenance necessary to operate this system. The rates assessed by the City's Street Lighting Assessment District have not increased over the last forty-seven years.

FISCAL IMPACT:

The Street Lighting Assessment is estimated to generate $622,723.95 in Fiscal Year 2025-2026. These revenues will pay a portion of the costs of providing energy for street lighting, traffic signal lighting, and  administration of the street lighting district.

Notice of Public Hearing was published in the Hawthorne Press Tribune on June 12th, and June 19th.
