RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, APPROVING TO JOIN PUBLIC RISK INNOVATION, SOLUTIONS, AND MANAGEMENT (PRISM) PROPERTY PROGRAM.

RECOMMENDED MOTION:
Staff Recommends that the City Council Adopt Resolution No. 8542 Approving the City’s Membership with PRISM
DISCUSSION:
The City of Hawthorne had been a long-term member of Independent Cities Risk Management Authority (ICRMA) for its property insurance needs, excess general liability coverage and shared costs. Due to various concerns, the City Council adopted Resolution No. 8467 in 2024, which declared its intention to leave ICRMA. The effective date for the City’s exit from ICRMA is June 30, 2025.
Public Risk Innovation, Solutions, and Management (PRISM) is another pooled general liability entity created under the California’s joint powers authority (JPA). PRISM is a much larger pooled JPA than ICRMA and is comprised of members of numerous agencies throughout the state of California. For its Worker’s Compensation Program, the City of Hawthorne had been a member of PRISM since 2003. Similar to ICRMA, the City would be self-insured up to a City decided amount with the potential liability beyond the self-insured amounts to be covered under the PRISM’s excess insurance program.
Upon execution, the attached Memorandum of Understanding Property Program documents the City of Hawthorne’s membership with PRISM

FISCAL IMPACT:
A Sufficient Amount for the Premium for Property Program Excess Insurance and for the PRISM membership has been budgeted for the fiscal year 2025/2026. The specific amount has not yet been determined.
