Third amendment to the Memorandum of Understanding between the South Bay Cities Council Of Governments and The City of Hawthorne regarding the use of allocated County Local Solutions Grant Funds To Implement the City’s Los Angeles Centers for Alcohol And Drug Abuse (LACADA) Project
 

Staff recommends that the City Council approve the Third Amendment to the Memorandum of Understanding (MOU) with the South Bay Cities Council of Governments (SBCCOG) to extend the term and associated reporting deadlines for the LACADA Project through June 30, 2027, and authorize the City Manager to execute the amendment.

On January 25, 2022, the City entered into an MOU with the South Bay Cities Council of Governments to implement the Los Angeles Centers for Alcohol and Drug Abuse (LACADA) Project using Local Solutions Grant Funds allocated through Los Angeles County’s Measure H funding. This project aims to support substance abuse and recovery services in the City of Hawthorne. The agreement has previously been amended to align with shifting county funding strategies.

As Los Angeles County and the SBCCOG transition from Measure H funding to the Measure A Local Solutions Fund, the City and SBCCOG wish to ensure continued support for LACADA programs.

The Third Amendment will:

• Extend the term of the MOU through June 30, 2027

• Extend all reporting requirements accordingly

• Does not involve any additional funding or changes to the original cost commitments.

All other terms and conditions of the original MOU remain unchanged and in full force and effect.

Approval of this Third Amendment will ensure continuity of important substance abuse treatment services in Hawthorne as the County transitions between funding sources.
