DISCUSSION:
As part of the application requirements for CalRecycle grants, the City of Hawthorne must develop, adopt, and implement an Environmentally Preferable Purchasing and Practices (EPPP) Policy. By adopting this policy, the City will institute practices that reduce waste, conserve resources, and promote the use of sustainable products while still maintaining cost-effectiveness. The proposed policy establishes guidelines for selecting products that are energy-efficient, made from recycled content, non-toxic, durable, and otherwise less harmful to the environment.
CalRecycle requires the policy to be adopted in order to conserve natural resources, minimize environmental impacts such as pollution, support strong recycling markets, and reduce materials that are landfilled. It also positions the City more competitively for certain state and federal grant opportunities that require or prioritize sustainable procurement practices.
