RESOLUTION NO. 8548 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA AUTHORIZING THE SUBMITTAL OF AN APPLICATION, ACCEPTANCE OF ALLOCATION OF FUNDS, AND EXECUTION OF A GRANT AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION (FAA) FOR AN AIRPORT INFRASTRUCTURE GRANT (AIG) FOR THE RESURFACE RUNWAY 7-25 AND RESURFACE TAXIWAYS AND TRENCH DRAIN EXTENSION PROJECT (3-06-0101-024-2025) AND AUTHORIZING AND RATIFYING THE DIRECTOR OF PUBLIC WORKS’ EXECUTION OF GRANT DOCUMENTS.
RECOMMENDED MOTION:
Staff recommends that the City Council approve Resolution No. 8548 and authorize the Director of Public Works’ execution of the FAA AIG Resurface Runway 7-25 and Resurface Taxiways and Trench Drain Extension grant documents and any future amendments to the grant.
DISCUSSION:
The City of Hawthorne Public Works Department has submitted a grant application to the FAA in the amount of $ 2,790,768 through the FAA Airport Infrastructure Grant (AIG) Program. The objective is to install FAA grade Slurry Seal on the Runway and all Taxiways that will extend the life expectancy of the current pavement. Reconstruction of certain areas of Taxiway S and Taxiway N will occur, consisting of a full depth pavement removal, placement of new pavement, and regrading in accordance with FAA design guidelines to eliminate or reduce ponding.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:
This project aligns with the City’s Economic Development Element goal of enhancing the quality of life in the City, which is an important marketing asset for business attraction and marking economic development a part of City decision. Improved airport facilities can attract more tourists and business travelers, benefiting local hotels, restaurants, and other hospitality services. In addition, increased air traffic can also lead to more events and conferences being hosted in the City. Lastly, upgrading the airport can attract new businesses, such as aviation-related companies, logistics firms, and other industries that benefit from proximity to a well-maintained airport. This can lead to job creation and increased economic activity in the City.
FISCAL IMPACT:
None. The amount of $2,790,768 will be funded up to 95% through the FAA IIJA-AIG Grant and 5% by the airport funds.
Funds for this project in the estimated amount of $2,790,768 are available in the adopted Fiscal Year 2025-2026 budget and will be paid for with approved and allocated FAA IIJA-AIG Grant and Airport fund fees.
