RESOLUTION NO. 8567 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, APPROVING A CONSULTANT AGREEMENT FOR ON-STREET PAID PARKING, PARKING ENFORCEMENT AND REVENUE COLLECTION WITH LAZ PARKING CA, LLC

 

RECOMMENDED MOTION:

Staff recommends that the City Council approve Resolution No. 8567

DISCUSSION:

As part of its Citywide Parking Study, the City is implementing a pilot paid parking program to help assist with the long-term citywide parking strategy and test enforcement and technology within the City. Public Works solicited proposals from qualified parking operators to provide a comprehensive on-street paid parking solution that includes conducting parking enforcement for various new paid parking areas.

The City received three proposals from qualified operators. After a thorough review of all proposals, interviews and evaluation by City staff, it was determined that LAZ Parking CA, LLC was the best fit for the program due to their experience in government and municipal parking services, connections to parking technologies, strong customer service and public relations, and presence in the Greater Los Angeles area.

The pilot program will consist of a complete on-street paid parking solution that includes a mobile payment platform and multi-space pay stations as well as parking enforcement staff during operational hours. The program is intended to improve curb management, enhance the customer experience and support local mobility goals. It also allows the City to expand into a digital residential permit system. 

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

The implementation of on-street paid parking is a key economic development strategy to support a vibrant, accessible, and financially sustainable commercial environment.  As the city’s business areas continue to grow, curb space has become increasingly congested, with long-term parkers occupying high-demand areas intended for short-term customer use.  Paid parking helps manage this limited resource by increasing turnover, ensuring that visitors, shoppers, and diners can reliably find parking near local businesses.  Improved access directly supports sales activity, strengthens local businesses, and enhances the overall customer experience.

FISCAL IMPACT:

None. The total cost of approximately $4,967,717 over a three-year period for revenue collection, pay station management services, and parking enforcement services will be paid from local share Proposition C, Measure R, Measure M and non-gas taxes.
