Progress Payment #7 and Final Acceptance in the amount of $119,596.93 due to Pardess Air Inc of Los Angeles, CA for Hawthorne Memorial Center HVAC System Upgrade (Project #23-08).

 

RECOMMENDED MOTION:

Staff recommends that the City Council approve this Progress Payment #7 and Final Acceptance and approve Change Orders to Pardess Air Inc of Los Angeles, CA and release 5% retention amount 35 days after Final Approval.

DISCUSSION:

This project includes providing all services, labor, materials, permits, insurance, tools and equipment needed, in accordance with the Plan and Specifications to successfully and safely complete the HVAC system upgrade at City of Hawthorne Memorial Center located at 3901 W El Segundo Blvd, Hawthorne, CA 90250

The work consists of engineering, designing, procuring, permitting and installing: a new chiller (127 TR), chilled water pumps and piping, new VAV AHUs, new DDC controls system, new emergency generator and fuel storage, 5-year maintenance contract and properly remove/dispose of all existing equipment.

As of December 1st, 2025, 100% of the work has been completed. The new chiller, water pumps/piping, new VAV AHUs, new control system, new heating/boiler system installed and emergency generator has been installed. A new perimeter fence with privacy screen has been installed along with a new double door entry gate and bollards around the emergency generator. The testing/trouble shooting of individual equipment and testing/trouble shooting of the new HVAC system as a whole was conducted. Training was given to all necessary city employees on how the monitoring software can be access and how to operate it. Logins were created for each employee. An extra tank was interrogated to the boiler system to keep a constant pressure to heat the entire facility.  
 

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

This HVAC system upgrade can contribute to our economic strategic plan in several ways. For example, the new HVAC system will be one large centralized unit instead of the existing 3-unit individual systems. This will help better cool/heat the community center and be more energy efficient. This project will improve the City’s infrastructure and allow the Community Service Department to provide a better environment for all visitors, class attendees and/or organizations that hold their events at the Memorial Center. 

FISCAL IMPACT:

None. Funds for this progress payment and change orders in the amount of $119,596.93 plus 5% retention will be paid for with funds through a Specified Grant from the Budget Act of 2022 from the State of California Department of Parks and Recreation and through the American Rescue Plan Act Fund.
