ANY PERSON DESIRING TO ADDRESS THE CITY COUNCIL AND PARKING AUTHORITY SHOULD COMPLETE A SPEAKER REQUEST CARD AND SUBMIT THE CARD TO THE CITY CLERK/SECRETARY PRIOR TO THE COMMENCEMENT OF THE CITY COUNCIL, PARKING AUTHORITY AND HOUSING AUTHORITY MEETING. AFTER OBTAINING PERMISSION TO PROCEED BY THE PRESIDING OFFICER SPEAKERS SHOULD FIRST STATE THEIR FULL NAME AND ADDRESS FOR THE RECORD. Resolution No. 8591 — A Resolution of the City Council of the City of Hawthorne, California Approving a Third Amendment to the Professional Services Agreement with Citiguard Inc.
RECOMMENDED MOTION:
1. Approve the third amendment to the Professional Services Agreement with Citiguard for the period of one year from 3/14/2026 to 3/14/2027 to provide security services for the Bridge of Hope Community Housing (BHCH) site.
2. Authorize the City Manager, or designee, to execute, amend, and keep a record of documents necessary to administer the Fiscal Year 2026-2027 Professional Services Agreement with Citiguard.
3. Authorize the Department of Finance to establish a blanket purchase order for Citiguard not to exceed $237,961 in administrative fees.

CITY MANAGER'S CONSENT CALENDAR

Annual Progress Reports for the General Plan and Housing Element for 2025.
RECOMMENDED MOTION:
Approve the 2025 Annual Progress Reports (APR) for the General Plan and Housing Element so that they may be submitted to the appropriate state offices by the deadline of April 1, 2026.

Housing Successor Agency Report for Fiscal Year Ending 2024-25.
RECOMMENDED MOTION:
Staff recommends that the City Council receive and file the City of Hawthorne Housing Successor Agency Annual Report for Fiscal Year 2024-25.
12.
Approval of a Grant Agreement with the California Department of Transportation (Caltrans) for the Clean California Local Grant Program.
RECOMMENDED MOTION:
Staff recommends approving the grant agreement and authorizing the City Manager to execute the agreement and all related documents as necessary.
13.
Voluntary Transient Occupancy Tax Agreement between the City of Hawthorne (City) and Airbnb, Inc.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the Voluntary Collection Agreement with Airbnb, Inc. and authorize the City Manager to Execute the Agreement and make any minor changes, if necessary.

Award of Water System Operations and Maintenance Agreement to Water Workforce and Authorization for the City Manager to Negotiate and Execute Agreement.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the selection of Water Workforce for operation and Maintenance of the City's municipal water system and authorize the City Manager to negotiate and execute an agreement, subject to City Attorney approval.
15.
First Amendment to the Consultant Agreement for Labor Compliance Monitoring Services ("First Amendment") between the City of Hawthorne ("City") and LDM Associates, Inc. ("Consultant").
RECOMMENDED MOTION:
Staff recommends that the City Council approve this First Amendment and authorize the City Manager or his designee to execute the First Amendment to the Consultant Agreement.

Hawthorne Housing Rehabilitation 2026 Phase II (City Project #26-11) — Out to Bid.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the Plans and Specifications and authorize the Director of Public Works to advertise for construction bids with a return date of May 12th, 2026.

Progress Payment #12 in the amount of $796,124.92 due to PCN3 Inc of Los Alamitos, CA for City of Hawthorne New Senior Center (Project #24-03).
RECOMMENDED MOTION:
Staff recommends that the City Council approve this Progress Payment #12 and all change orders associated with this progress payment to PCN3 Inc of Los Alamitos, CA
