ANY PERSON DESIRING TO ADDRESS THE CITY COUNCIL AND PARKING AUTHORITY SHOULD COMPLETE A SPEAKER REQUEST CARD AND SUBMIT THE CARD TO THE CITY CLERK/SECRETARY PRIOR TO THE COMMENCEMENT OF THE CITY COUNCIL, PARKING AUTHORITY AND HOUSING AUTHORITY MEETING. AFTER OBTAINING PERMISSION TO PROCEED BY THE PRESIDING OFFICER SPEAKERS SHOULD FIRST STATE THEIR FULL NAME AND ADDRESS FOR THE RECORD. The Finance Department requests approval of the warrants. Motion to approve the warrants.
 
 
RECOMMENDED MOTION:
 
Staff Recommends that the City Council approve the warrants issued for the period of 03/25/2026 to 04/14/2026 for a total of $5,275,207.34.
 
2.
Approval of City Council meeting minutes for the regular meeting of March 24, 2026. Motion to approve minutes.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the Council approve the regular City Council meeting minutes of March 24, 2026.
 
3.
Approval of waiver of full readings of resolutions and ordinances on Tuesday, April 14, 2026 agenda. Motion to waive full readings.
 
RESOLUTIONS

RESOLUTION NO. 8592 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, PROCLAIMING MAY 3, 2026 THROUGH MAY 9, 2026 AS "MUNICIPAL CLERK'S WEEK" IN HAWTHORNE.
 
 
RECOMMENDED MOTION:
 
Staff Recommends that the City Council adopt Resolution No. 8592.
 
5.
RESOLUTION NO. 8493 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, CALLING AND GIVING NOTICE OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF HAWTHORNE FOR THE ELECTIONS OF CERTAIN OFFICERS CONSOLIDATED WITH THE STATEWIDE GENERAL ELECTION SCHEDULED FOR TUESDAY, NOVEMBER 3, 2026, AND REQUESTING THAT THE BOARD OF SUPERVISORS ISSUES INSTRUCTIONS TO THE REGISTRAR ­ RECORDER TO TAKE ANY AND ALL STEPS NECESSARY FOR THE HOLDING OF THE CONSOLIDATED ELECTION.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve Resolution No. 8493.
 
6.
RESOLUTION NO. 8594 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA APPROVING A THIRD AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH THE LOS ANGELES CENTERS FOR ALCOHOL AND DRUG ABUSE (LA CADA).
 
 
RECOMMENDED MOTION:
 
1.   Approve the third amendment to the Professional Services Agreement with LA CADA for the period of one year from 4/17/2026 to 4/17/2027 to provide site management for the Bridge of Hope Community Housing (BHCH) site.

2.   Authorize the City Manager, or designee, to execute, amend, and keep a record of documents necessary to administer the Fiscal Year 2026-2027 Professional Services Agreement with LA CADA.

3.   Authorize the Department of Finance to establish a blanket purchase order for LA CADA not to exceed $486,878 in administrative fees.
 
7.
RESOLUTION NO. 8595 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-27 FUNDED BY SB1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017. 
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council adopt this resolution No. 8595.

8.
Hawthorne Housing 2026-2027 Annual Plan and Administrative Plans.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council: 
1.    Approve the 2026-2027 Annual Plan;
2.    Direct staff to file the required Annual and Administrative Plans with the U.S. Department of Housing and Urban Development on or before the due date of April 17, 2026.

Formation of the Internal Economic Development Advisory Committee
 
 
RECOMMENDED MOTION:
 
That the City Council acknowledge and support the formation of an Internal Economic Development Advisory Committee, a multi-departmental team focused on generating ideas and recommendations to enhance economic development and revenue opportunities for the City.
 
10.
Appointment of Representative and Alternate to the South Bay Regional Housing Trust Governing Board
 
 
RECOMMENDED MOTION:
 
  • Appoint Mayor Pro Tem (MPT) Monteiro as the City's primary Delegate to the South Bay Regional Housing Trust (SBRHT) Board of Directors.
  • Nominate and Appoint one (1) member of the City Council to serve as the Alternative Delegate.

11.
Progress Payment #1 in the amount of $220,547.25 due to Martinez Landscape Co., Inc. for the Alley Improvement Project (Project #25-08).
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve this Progress Payment #1 for Martinez Landscape Co., Inc.
 
12.
City Council approval of payment to FEMA for Sub-recipient Management Costs of $8,600 for an update of its Local Hazard Mitigation Plan. 
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve payment to FEMA for Sub-recipient Management Cost in the amount of $8,600.00, to update the City's Local Hazard Mitigation Plan.
 
13.
Acceptance of 640 Square Feet of right-of-way dedication on a portion of the North Half of Lot 117 in Division "A" of Tract No. 874, in the City of Hawthorne, County of Los Angeles, State of California, as per map recorded in Book 17, pages 110 and 111 of maps, in the office of the County Recorder of the said County.
 
 
RECOMMENDED MOTION:
 
Accept the dedicated right-of-way easement for the purpose of constructing an ADA-accessible curb ramp and sidewalk.

Progress Payment #1 in the amount of $580,417.17 due to Martinez Landscape Company, Inc of Sylmar, CA for General Maintenance (Project 22-05).
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approves this Progress Payment #1 and change order #1 to Martinez Landscape Company, Inc of Sylmar, CA.
 
15.
Progress Payment #3 in the amount of $122,075.00 due to Jermax Construction Inc. of San Fernando, CA for Holly Park Restroom Renovation (Project #25-07)
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve this Progress Payment #3 for Jermax Construction Inc. of San Fernando, CA 
 
16.
Progress Payment #4 in the amount of $83,696.01 due to Chapman Coast Roof Co., Inc. of Fullerton, CA for Hawthorne Police Department Roof Replacement Project (Project #25-09).
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve this Progress Payment #4 and Change Order #1 and Change Order #2 for Chapman Coast Roof Co. Inc. of Fullerton, CA.
 
17.
Moneta Garden Mobility Improvements Project (City Project #22-08) — Reject and Out to Bid.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council reject the bid received on the March 24, 2026, bid opening date and authorize the Director of Public Works to re-advertise for construction bids with a return date of May 12, 2026.

Digital Billboards (City Project #26-12) — Out to Bid.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve the Plans and Specifications and authorize the Director of Public Works to advertise for construction bids with a return date of May 12th, 2026.
 
19.
Purchase Request for three (3) Police Motorcycles.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council authorize the purchase of three (3) police motorcycles and authorize the City Manager or designee to execute all necessary purchasing documents.  
 
20.
Progress Payment #13 is in the amount of $974,517.70 due to PCN3 Inc of Los Alamitos, CA for the City of Hawthorne New Senior Center (Project #24-03).
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve this Progress Payment #13 and all change orders associated with this progress payment to PCN3 Inc of Los Alamitos, CA.
 
21.
Hawthorne Municipal Airport Rehabilitation Taxiway N& S Lighting, Rehabilitate Taxiway Runway 7/25 Lighting, Rehabilitate Airfield Vault, Replace Airfield Signs & Install Airport Beacon Project (Project #22-09) - Out to Bid.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve the Plans and Specifications and authorize the Director of Public Works to advertise for construction bids with a return date of May 26th, 2026.

Receive and file the Single Audit Report for FY 2024-2025.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council receive and file the Single Audit Report for FY 2024-2025.
 
23.
Approval of Updated Lifeguard Pay Scale to Support Recruitment, Retention, and Public Safety
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve the proposed update to the hourly pay scale for Aquatics staff positions to improve recruitment and retention and ensure continued safety at City aquatic facilities.
 
24.
Agreement between the City of Hawthorne and Rogers, Anderson, Malody, & Scott, LLP, CPA's to perform independent audit services. 
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve the agreement between the City of Hawthorne and Rogers, Anderson, Malody, & Scott, LLP, CPA's to perform independent audit services for four years plus two optional years beginning with Fiscal Year ending June 30, 2026.
