ANY PERSON DESIRING TO ADDRESS THE CITY COUNCIL AND PARKING AUTHORITY SHOULD COMPLETE A SPEAKER REQUEST CARD AND SUBMIT THE CARD TO THE CITY CLERK/SECRETARY PRIOR TO THE COMMENCEMENT OF THE CITY COUNCIL, PARKING AUTHORITY AND HOUSING AUTHORITY MEETING. AFTER OBTAINING PERMISSION TO PROCEED BY THE PRESIDING OFFICER SPEAKERS SHOULD FIRST STATE THEIR FULL NAME AND ADDRESS FOR THE RECORD. THEY THEN SHALL STATE THEIR BUSINESS FOR ALL GOVERNING BODIES BRIEFLY AND COMPLETELY AND UNLESS GRANTED FURTHER TIME BY A GOVERNING BODY SHALL LIMIT THEIR ADDRESS TO THREE MINUTES. RESOLUTION NO. 8597 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA ORDERING THE DIRECTOR OF PUBLIC WORKS / CITY ENGINEER TO PREPARE A REPORT FOR THE STREET LIGHTING MAINTENANCE DISTRICT OF THE CITY OF HAWTHORNE FOR FISCAL YEAR 2026-2027 AS REQUIRED BY THE STREETS AND HIGHWAYS CODE SECTION 22622.
RECOMMENDED MOTION:
Staff recommends that the City Council approve this Resolution No. 8597.

RESOLUTION NO. 8598 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA ADOPTING THE CITY OF HAWTHORNE "ACTIVE TRANSPORTATION PLAN"
RECOMMENDED MOTION:
Staff recommends that the City Council approve Resolution No. 8598.

RESOLUTION NO. 8599 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA ADOPTING THE CITY OF HAWTHORNE "COMPLETE STREETS POLICY."
RECOMMENDED MOTION:
Staff recommends that the City Council approve Resolution No. 8599.

RESOLUTION NO. 8600 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, AMENDING ARTICLE 8.2 (MERIT PAY) OF THE HAWTHORNE MUNICIPAL EMPLOYEE'S ASSOCIATION MEMORANDUM OF UNDERSTANDING.
RECOMMENDED MOTION:
Staff recommends that the City Council adopt this Resolution No. 8600.

RESOLUTION NO. 8601 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, AMENDING ARTICLE 8.2 (MERIT PAY) OF THE HAWTHORNE POLICE CIVILIAN ASSOCIATION MEMORANDUM OF UNDERSTANDING.
RECOMMENDED MOTION:

Public Hearing to Consider Adoption of the Draft 2026-2027 Annual Action Plan and Substantial Amendment to the 2025-2029 Consolidated Plan for the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) Programs.
RECOMMENDED MOTION:
The staff advises that the City Council:
1. Conduct a public hearing to receive comments regarding the draft 2026-2027 Annual Action Plan and Substantial Amendment to the 2025-2029 Consolidated Plan.
2. Consider and adopt the 2026-2027 Annual Action Plan and Substantial Amendment to the 2025-2029 Consolidated Plan and authorize the City Manager, or designee, to submit the adopted plans to the U.S. Department of Housing and Urban Development (HUD).
3. Authorize the City Manager, or designee, to execute all necessary grant agreements, certifications, and related documents required by HUD for the administration of the CDBG and HOME programs for the 2026-2027 program year.
4. Authorize the City Manager, or designee, to execute contracts with sub-recipients, contractors, and professional service providers necessary to implement the CDBG and HOME-funded activities identified in the 2026-2027 Annual Action Plan.
5. Authorize the appropriation of the 2026-2027 CDBG and HOME program funds, consistent with the approved Annual Action Plan.

RECOMMENDED MOTION:
Staff recommends that the City Council approve the agreement between the City of Hawthorne and Government Consulting Partners, Inc. to provide comprehensive SB 90 claim services for five fiscal years beginning July 1, 2026.

Blanket Purchase Order for Fineline Auto Body.
RECOMMENDED MOTION:
Staff recommends that the City Council approve an increase to the original Blanket Purchase Order for Fineline Auto Body from $175,000 to $275,000.
