PUBLIC COMMENT INSTRUCTIONS
ANY PERSON DESIRING TO ADDRESS THE CITY COUNCIL AND PARKING AUTHORITY SHOULD COMPLETE A SPEAKER REQUEST CARD AND SUBMIT THE CARD TO THE CITY CLERK/SECRETARY PRIOR TO THE COMMENCEMENT OF THE CITY COUNCIL, PARKING AUTHORITY AND HOUSING AUTHORITY MEETING. AFTER OBTAINING PERMISSION TO PROCEED BY THE PRESIDING OFFICER SPEAKERS SHOULD FIRST STATE THEIR FULL NAME AND ADDRESS FOR THE RECORD. THEY THEN SHALL STATE THEIR BUSINESS FOR ALL GOVERNING BODIES BRIEFLY AND COMPLETELY AND UNLESS GRANTED FURTHER TIME BY A GOVERNING BODY SHALL LIMIT THEIR ADDRESS TO THREE MINUTES. THE THREE-MINUTE LIMIT SHALL INCLUDE GOVERNING BODY OR STAFF RESPONSES, IF ANY, TO QUERIES POSED BY SPEAKERS. HOWEVER, THE STATE OPEN MEETINGS LAW (GOVERNMENT CODE SECTION 54950 ET SEQ.) RECOMMENDED MOTION:
 
Staff Recommends that the City Council approve the warrants issued for the period of 05/13/2026 to 05/26/2026 for a total of $3,110,438.97.

Approval of waiver of full readings of resolutions and ordinances on Tuesday, May 26, 2026’s agenda. Motion to waive full readings.
 
RESOLUTIONS
 
8.
RESOLUTION NO. 8596 – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, DECLARING ITS INTENTION TO LEVY WEED ABATEMENT ASSESSMENTS AND SETTING A HEARING DATE ON JUNE 9TH, 2026, AT 6:00 P.M. FOR SUCH PROPOSED ASSESSMENTS.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve Resolution No. 8596 and set Public Hearing date to June 9th, 2026, at 6:00 P.M.

RESOLUTION NO. 8603 — APPROVING AN AMENDMENT TO THE AGREEMENT BETWEEN HINDERLITER, DE LLAMAS & ASSOCIATES (“HDL”) FOR PROPERTY TAX CONSULTING/AUDIT SERVICES.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council adopt Resolution No. 8603.

RESOLUTION NO. 8604 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, CONSENTING TO THE ASSIGNMENT OF THE THROUGH-THE-FENCE AGREEMENT AND CONCESSION AGREEMENT FOR AVIATION FUELING OPERATIONS FROM 3507 JNA LLC TO 3507 JACK NORTHROP OWNER LLC FROM THE SALE OF THE PROPERTY LOCATED AT 3507 JACK NORTHROP AVENUE, HAWTHORNE, CA 90250.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council Adopt Resolution No. 8604, Consenting to the Assignment of the Through-The-Fence Agreement and Concession Agreement for Aviation Fueling Operations From 3507 JNA LLC to 3507 Jack Northrop Owner LLC from the sale of the Property located at 3507 Jack Northrop Avenue, Hawthorne, CA 90250, and authorize the City Manager to execute all related documents.

RESOLUTION NO. 8605 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA DECLARING ITS INTENTION TO LEVY STREET LIGHTING ASSESSMENTS FOR FISCAL YEAR 2026-2027 AND SETTING TUESDAY, JUNE 9, 2026, AT 6:00 P.M. AS THE TIME AND DATE OF A PUBLIC HEARING. MOTION TO ADOPT.
 
 
RECOMMENDED MOTION:
 
Staff Recommends that the City Council approve this Resolution No. 8605

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA, AMENDING THE CITY ZONING MAP TO ADD 4457 W. 120TH ST. (APNs: 4044-018-040 AND -041) TO THE HOUSING OVERLAY AND MAKING A FINDING OF EXEMPTION IN COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT IN CONNECTION THEREWITH.
 
 
RECOMMENDED MOTION:

RECOMMENDED MOTION:
 
Staff recommends opening bids for Hawthorne Municipal Airport Rehabilitate Taxiway N&S Lighting, Rehabilitate Runway 7/25 Lighting, Rehabilitate Airfield Vault, Replace Airfield Signs & Install Airport Beacon Project (Project # 22-09) for staff review.

14.
Approval of Professional Services Agreement with FM3 Research for Transient Occupancy Tax (TOT) Rate Increase Research and Strategic Consulting.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve an Agreement with FM3 Research in an amount not-to-exceed $34,900; and authorize the City Manager to execute the agreement and any minor, non-substantive amendments consistent with the approved scope of work; and encumber the funds from account 100-1601-000-0-0-40514.
 
15.
Progress Payment #2 in the amount of $132,804.30 due to Martinez Landscape Co., Inc. for the Alley Improvement Project (Project #25-08).
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve this Progress Payment #2 for Martinez Landscape Co., Inc. 
 
16.
Third Amendment to the Consultant Agreement for Construction Administration and Construction Observation services ("Third Amendment") between the City of Hawthorne ("City") and C&S Engineers, Inc. ("Consultant").
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve this Third Amendment and authorize the City Manager to execute the Third Amendment to the Consultant Agreement, conditional on receiving concurrence from the FAA to award the contract to the lowest and responsible bidder and conditional on receiving a FAA grant to fund the project.  
 
17.
Digital Billboards (Project # 26-12) – Reject of Bids.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council reject the bids received on May 12, 2026.
 
18.
Award of Contract for Moneta Garden Mobility Improvements (Project # 22-08).
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council award contract to lowest responsive and responsible bidder, Sequel Contractors, Inc. of Santa Fe Springs, CA.
 
19.
Approval of Progress Payment to Los Angeles Neighborhood Land Trust for Zela Davis Park Project Services.
 
 
RECOMMENDED MOTION:
 
Staff recommends that City Council approve payment in the amount of $155,677.89 to the Los Angeles Neighborhood Land Trust (LANLT) for services associated with the Zela Davis Park Improvement Project and ratify and affirm prior payments in connection with consult, design, construction, administration and project support services related to the Zela Davis Park Improvement Project in accordance with the approved project agreement and grant requirements. 
 
20.
Approval of a payment to Security Aviation in the amount of $104,103.75, to complete and secure the materials and equipment needed to complete the scheduled engine overhaul for the Hawthorne Police Department's fixed wing aircraft (Air 113).
 
 
RECOMMENDED MOTION:
 
Staff recommends the City Council approve and authorize the City Manager, or his designee, to execute the payment to Security Aviation to secure materials and equipment for the scheduled overhaul to the plane's engine (August 2026).
 
21.
Agreement for Funding Administration Services for Federally Funded Projects with Advanced Avant-Garde Corporation.
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve the Agreement with Advanced Avant-Garde Corporation and authorize the Director of Public Works to enter into and execute the Agreement.
 
22.
Progress Payment #2 in the amount of $365,740.28 due to Martinez Landscape CO., Inc of Sylmar, CA for General Maintenance (Project #22-05).
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council approve this Progress Payment #2 to Martinez Landscape CO., Inc of Sylmar, CA.
 
23.
South Bay Regional Public Communications Authority (SBRPCA) Invoices—Build Out on Delivered Police Vehicles.
 
 
RECOMMENDED MOTION:
 
Staff recommends the City Council approve the payments to SBRPCA, for services rendered pertaining to invoice #04730 ($125,954.07) and invoice #04729 ($17,597.17). Staff also recommends that the City Council appropriate funds for quote #3174 ($64,208.60) for scheduled build-outs on new police vehicles.
 
24.
Award of Contract for Hawthorne Housing Rehabilitation 2026 Phase II (Project # 26-11).
 
 
RECOMMENDED MOTION:
 
Staff recommends that the City Council award the contract to the second lowest responsive and responsible bidder, Jermax Construction, Inc. of San Fernando, CA.
