MINUTES OF A REGULAR MEETING OF THE 
CITY COUNCIL OF THE CITY OF HAWTHORNE,
CALIFORNIA HELD MARCH 25, 2025
 
CALL TO ORDER
Mayor Vargas called the City Council meeting to order at 6:07 p.m.in the City Council Chambers, 4455 W. 126th Street, Hawthorne, California.
 
INVOCATION
Captain Port gave the evening’s invocation.
 
PLEDGE OF ALLEGIANCE
Captain Lane led the Pledge of Allegiance.
 
ROLL CALL
Present: Councilmembers Johnson, Montiero, Reyes English, Mayor Pro Tem Manning and Mayor Vargas.

Homeless Services Update- Dulce Medina
 
ORAL COMMUNICATIONS
Anareesa Chachila (Express Employment Professionals), requested guidance on partnering with the City of Hawthorne, the community, and organizations and how to provide employment opportunities.
Parks and Recreation Commissioners, announced the upcoming Art Festival on Thursday, May 1st, from 6pm to 8pm
Olivia Valentine, provided information about SB 79 and SB 677

Daniel Granados, announced the Friends of the Library will have a book sale and provided an update on the Hawthorne Library construction.

Rueben Sanchez, invited the community to the Annual Easter Egg Hunt at Eucalyptus Park.

Citizen #1, expressed gratitude and thanks to the City of Hawthorne's Housing Department, and seeking programs regarding bulky pick-up item concerns

Richard Harrison, expressed concerns about dumping and policy enforcement, and expressed opposition to the massage parlors in Hawthorne.

Citizen #2, announced National Vietnam War Day March 29th and various events happening

Ryan Richard, announced the Planning Commission vacancy and expressed its importance.
 
CITY CLERK'S CONSENT CALENDAR

City Treasurer requests approval of the warrants. Motion to approve the warrants.
 
 
RECOMMENDED MOTION:
Staff Recommends that the City Council approve the warrants issued for the period of 03/12/2025 to 03/25/2025 in the total of $5,503,335.59.
 
8.
Approval of City Council meeting minutes for the regular City Council meetings of March 12, 2024, March 26, 2024 and the special meetings of March 19, 2024 and December 12, 2023. Motion to approve minutes.
 
 
RECOMMENDED MOTION:
Staff recommends that the Council approve the regular City Council meetings of March 12, 2024, March 26, 2024 and the special meeting minutes of March 19, 2024 and December 12, 2023.
 
9.
Approval of waiver of full readings of resolutions and ordinances on Tuesday, March 25, 2025’s agenda. Motion to waive full readings.

Resolution No. 8514 – A Resolution of the City Council of the City of Hawthorne, California Approving an Agreement  for Electric Vehicle Charging Station Design and Installation Project with Chargie
 
 
RECOMMENDED MOTION:
Staff recommends that the City Council approve Resolution No.8514
 
 
11.
Resolution No. 8515 - A Resolution of the City Council of the City of Hawthorne, California Approving the Social Security Administration Office of Acquisition and Grants Contract Number 2832325C00060002.
 

 
RECOMMENDED MOTION:
Adopt Resolution No. 8515, Approving the Social Security Administration ("SSA") Contract Number 2832325C0006002 and Authorize the Chief of Police of the Hawthorne Police Department ("HPD") to Execute the Contract.


Mayor Vargas moved, Councilmember Reyes English seconded to approve the City Clerk’s consent calendar (Items 7, 9- 11 Vote for Item 8 taken separately).

CITY MANAGER'S CONSENT CALENDAR
 
12.
Progress Payment #4 in the amount of $30,000.00 due to Huntington Beach Electric Inc of Huntington Beach, CA for Hawthorne Jim Thorpe Park and City Hall Council Chambers Lighting Project (Project #23-07)
 
 
RECOMMENDED MOTION:
Staff recommends that the City Council approve this Progress Payment #4 to Huntington Beach Electric Inc of Huntington Beach, CA.
 
13.
Award of Contract for Hawthorne Police Department Roof Replacement Project (Project # 25-09)
 
 
RECOMMENDED MOTION:
Staff recommends that the City Council award contract to the second lowest responsive and responsible bidder, Chapman Coast Roof Co., Inc of Fullerton, CA
 
 
14.
2024 General Plan Annual Progress Report
 
 
RECOMMENDED MOTION:
Receive and file.
 
15.
2024 Housing Element Annual Progress Report
 
 
RECOMMENDED MOTION:
Receive and file.
 
16.
Consultant Agreement with Kimley Horn to provide CEQA analysis for a project at the Hawthorne Municipal Airport.
 
 
RECOMMENDED MOTION:
Approve the Agreement with Kimley Horne for consulting services.
 
17.
Progress Payment #2 in the amount of $607,312.53 due to Martinez Landscape Company, Inc. of Sylmar, CA for General Maintenance (Project # 22-05).
 
 
RECOMMENDED MOTION:
Staff recommends that City Council approve this Progress Payment #2 and change orders 6 and 7 due to Martinez Landscape Company, Inc. of Sylmar, CA.
 
18.
Progress Payment #7&8 in the amount of $701,143.40 due to DOJA, Inc. of Ontario, CA for Zela Davis Park Renovation (Project #24-04)
 
 
RECOMMENDED MOTION:
Staff recommends that the City Council approve this Progress Payment #7&8 to DOJA, Inc. of Ontario, CA
 
19.
Department of Public Health – Public Health Services Contract between the City of Hawthorne and County of Los Angeles.
 
 
RECOMMENDED MOTION:
Staff Recommends the City Council Approve the Public Health Services Contract with the County of Los Angeles and Authorize the City Manager to Execute the Department of Public Health (“DPH”) – Public Health Services Contract.
 
20.
Progress Payment #2 in the amount of $873,696.92 due to PCN3 Inc of Los Alamitos, CA for City of Hawthorne New Senior Center (Project #24-03).
 
 
RECOMMENDED MOTION:
Staff recommends that the City Council approve this Progress Payment #2 and Change Order #1 to PCN3 Air Inc of Los Alamitos, CA
 
 
21.
Changes to the Agreement between the City of Hawthorne and DTA Public Finance to perform a Development Impact Fee Study
 
 
RECOMMENDED MOTION:
Staff recommends that the City Council approve the changes to the agreement with DTA Public Finance and authorize the City Manager or his desginee to enter into and execute the agreement and make any minor amendments.


Councilmember Monteiro moved, Mayor Pro Tem Manning  seconded to approve the City Manager’s consent calendar (Items 12-21)

The regular City Council meeting was recessed and the Successor Agency meeting was opened.

22.
Receive and file Housing Successor Agency Report for Fiscal Year Ending 2023-24.
 
 
RECOMMENDED MOTION:

Staff recommends that the City Council receive and file the City of Hawthorne Housing Successor Agency Annual Report for Fiscal Year 2023-24.

Chairman Vargas moved, Agencymember Monteiro seconded to approve Item 22.

ROLL CALL AYES: Agencymembers Johnson, Reyes English, Monteiro, Manning, Chairman Vargas.                        
                   NOES: None


Mayor Vargas closed the Successor Agency Meeting and reopened the regular City Council meeting.
 

ELECTED OFFICIALS REPORTS/RECOMMENDATIONS
City Treasurer, Marie Poindexter Hornback attended the GIOA conference and was recognized by the organization for her award as a certified investment professional, and mentioned various takeaways. City Treasurer also highlighted May is mental health awareness Month and thanked the public for coming out.

City Clerk Dayna Williams-Hunter personally thanked all council members who attended the Black History Month, congratulated the proclamation recipients, and gave condolences to the Ginseng family.

Councilmember Faye Johnson thanked meet and greet contributors, and asked for an update regarding the availability of the City's Contracts on the City's website. Condolences to Bob Ginseng, and thanked Olivia Valentine for bringing the bills to the council's attention. Councilmember Johnson also requested a legislative update section in the City newsletter.

Councilmember Alex Monteiro thanked Olivia Valentine for bringing the bills mentioned, and attended the 88 Cities Summit which provided information on how LA County cities can prepare for large sporting entertainment events such as the Olympics, World Cup, All Star Games, etc. Asked Mayor Vargas to adjourn the meeting in honor of Larry Bender, former City of Hawthorne employee Autism Walk April 26th at Eucalyptus Park from 10am-1pm. Also announced the 5% increase in the sewage bill in the upcoming fiscal year 25-26.

Councilmember Angie Reyes English thanked Martha from the Fair Housing Foundation and congratulated the recipients of the evening's proclamations. Thank you to the Department of Community Services, Public Works. Police Dept, and for the community clean-up turn out condolences to the Ginseng family. Thanked the police chief for the presentation and reporting. Looking forward to the facade program, shared sentiments about Pablo Catano, Thank you to Josh and IT Services department for all of their help with tech and electronics. Councilmember Reyes English expressed condolences to the Bender family. She also announced various resources and upcoming events, such as the Catalyst ribbon-cutting ceremony April 1st at 11am, Art Festival on April 24th , Spring Event Earth Day service provider fair Saturday April 12th
Recommendations:
  • Requesting the City Clerk to inform the community when there are commission positions vacancies and how to apply

Mayor Pro Tem Katrina Manning, Thanked Dulce Medina for the presentation and the progression of the homeless program, Crenshaw Village facade program ribbon cutting thanked Kimberly Mack and staff for their efforts. Attended anointed feet college and career fair. Mayor Pro Tem Manning announced the expected business to replace the Bed Bath & Beyond, Sports Basement. She also announced the success of the book drive and being able to donate over 400 books to Woodruff Wilson Middle School and over 300 books to Cimarron Elementary school. Mayor Pro Tem Manning announced the upcoming women's history month event and the Mother's Day event being held on May 10th. Lastly, Mayor Pro Tem issued kudos to staff and City Manager Von Norris for the success of $2.25 million in surplus.

Mayor Alex Vargas, expressed excitement regarding the MyHawthorne311 app and gave kudos. Mayor Vargas stated property owners need to keep their properties clean, and gave kudos to the Code Enforcement staff. Mayor Vargas closed the evening's meeting in honor of Larry Bender and called for a moment of silence.
