The Urban County Program, is requesting approval of amendment #3 to increase the professional services agreement with J.E. Saenz & Associates, Inc.  The amendment will change the scope of services to relocate the construction of a lab facility to the existing contract.  There will be a increase to amend the contract from the existing amount of $14,238.40 to the revised contract in the amount of $17,738.40.  Funds for said increase would be taken from the Elsa FY 18 (2005) Water/Sewer Improvements.

Hidalgo County Urban County Program executed a contract with J.E. Saenz & Associates, Inc. in the amount of $20,746.00 for the 2003 Water/Sewer Improvements project and it was approved by Hidalgo County Commissioner’s Court on September 7, 2004. The city of Elsa requested that the contract be amended to delete four items in order to satisfy budget constraints. The four items that will be deleted are 1) Upgrade 400,000 gal elevated tank 2) Upgrade 700,000 gallon ground storage tank 3) Upgrade one clear well pump and motor & 4) upgrade two automatic valves and times. These items will remain on the work plan and will be considered as funds become available. Amended#2 contract amount of $14,238.40 for the 2003 Water/Sewer Improvements project and it was approved by Hidalgo County Commissioner’s Court on August 12, 2008. The city of Elsa again, requested amendment #3 to include the relocation of a lab facility due to Imhoff tank requiring additional scope testing, and the city is limited on funds. The imhoff tank demolition item will also remain on the work plan and will be considered as funds become available.
