1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) for Professional Engineering Services in connection with Hidalgo County Urban County Program Year 20 (2007) and Year 21 (2008) for Street Improvements in the Precinct No. 3 area.

2. Presentation of the scoring grid (of at least three (3) Engineering firms from the County’s approved “pool” as graded and evaluated by Precinct #3) for the purposes of ranking by Commissioners’ Court in connection with an Urban County Program Street Improvements project in the Precinct No. 3 area.

3. Authority to negotiate a Professional Engineering Service contract with the No. 1 ranked firm of _____________________ for the provision of engineering services for Precinct No. 3 Street Improvements project.

Precinct No. 3, Hidalgo County Purchasing Department and Urban County Program have graded three engineering firms from the County’s approved “pool”.  Javier Hinojosa Engineering, Izaguirre Engineering Group, LLC and M.G.E. Civil Engineering were rated for the 2007 / 2008 Street Improvements project in Precinct No. 3.  The project consists of new and/or reconstruction of streets to include drainage to Madison Avenue, Kantunil Street, East Juarez Street, East Jackson, and Polk Avenue.
