Requesting approval to authorize Urban County Director to sign the Texas Balance of State Continuum of Care (COC) Agency Partner Agreement with the Homeless Prevention & Rapid Re-Housing Program Grant Funds (HPRP) under the Department of Housing & Urban Development (HUD).
BACKGROUND
The Hidalgo County Urban County Program HUD HPRP Contract # S-09UY480501 requires the use of the Homeless Management Information System (HMIS). The Recovery Act requires use of HMIS. HMIS is an electronic data collections system that stores person-level information about clients who access the homeless service system. Therefore, we are requesting authorization to enter into a Partnership Agreement with HMIS under the Texas Homeless Network. No fees will be charged to Hidalgo County. Agency Partner Agreement is attached.
