On behalf of the City of La Villa, Urban County Program is requesting approval to reject the sole bid submitted by LEM Construction CO., Inc. of Houston in the amount of $1,678,200.00 for the UCP FY’s 22 & 23 (2009 & 2010) City of La Villa Water/Sewer Improvements project (Water Treatment Plant).
BACKGROUND
Bid was received and opened at the Hidalgo County Purchasing Department on August 25, 2010. After review the project engineer recommended that the sole bid be rejected, due to the lack of adequate bid participation and consequently high-priced bid. See attached recommendation letter from Noe Garza Engineers, Inc. and concurrence letter from the city.
