Approval of an Interlocal Cooperation Agreement between the Lower Rio Grande Valley Development Council and Hidalgo County for the participation in the enhancement of regional interoperable communications systems in the region.
BACKGROUND
Interlocal Agreement will allow Hidalgo County to obtain equipment from the LRGVDC that will enhance regional interoperable communications systems within the County.
Equipment will be installed at (2) locations:
1. Mcallen Flamingo Tower
2. La Joya Tower
LRGVDC is a member of the Regional Planning Commission (RPC) which is authorized to implement the regional interoperable communication strategy within the region.
A FEMA grant (PSIC 2007 Grant#2007-GS-H7-0044) has been executed between the RPC and Texas Division of Emergency Management/State Administrative Agency.
**The LRGVDC through the RPC enters into this agreement for the planning, development, operation, and provision of the use of interoperable communications equipment, funding and adherence to applicable law.

BUDGETARY IMPACT:
Equipment is "on-loan" from RPC, until January 13, 2011 when the County takes complete control and ownership of equipment (see attached equipment list).
Upon acquiring the equipment from RPC, County will be responsible for additional or re-occuring costs after installation of maintenance, upkeep, care, re-programming, licenses and replacement of interoperable commnication equipment and parts.
