Discussion, consideration, and approval of Interlocal Cooperation Act Agreement between the County of Hidalgo and the County of Willacy for Equipment/Service sharing.

BACKGROUND

Hidalgo County submitted a grant application on behalf of Hidalgo County, Cameron County, Willacy County Divisions of Emergency Management and the City of Brownsville Fire/Police Department, City of Harlingen Fire Department and the City of McAllen for the 2009 LEPA/SHSP Grant in the amount of $834,223.65 from DHS, TDEM and as administered by the LRGVDC for a region-wide communication system.

Grant was approved as by the state to purchase (9) repeaters as part of a regional communications project which will be disseminated/installed at each participating entity's selected location after each interlocal is approved.


This agreement is to share/transfer equipment in accordance with the grant to Willacy County. Interlocal Agreements with the other participating entities will also be presented to court.

Interlocal with Willacy County

Equipment and services funded through a Grant referred as the 2009 LEAP/SHSP
(State Homeland Security Grant).

The Equipment and services will be purchased by County of Hidalgo and subsequently
distributed to the participating agencies via a Property transfer and pursuant to the
TDEM guidelines. Funds are intended to be used for a region-wide communication system or land mobile
radio system.

The County of Hidalgo submitted a grant application on behalf of the County of Hidalgo,
Cameron County, Willacy County, City of Brownsville, City of Harlingen and City of
Mcallen.
The Lower Rio Grande Valley Development Council (LRGVDC) is designated as the
local regional agency responsible for the disbursement of grant funds from the U.S.
Department of Homeland Security (DHS) via the State of Texas Department of
Emergency Management (TDEM).
