Approval of automated clearing house (ACH) payment to the Department of Health and Human Services (HHS) via Pay.gov for the County's 2014 Affordable Care Act (ACA) Transitional Reinsurance fee of $408,933.00.
BACKGROUND
The transitional reinsurance fee was established by the Patient Protection and Affordable Care Act (PPACA). It is levied on employers and insurers for benefit years 2014, 2015 and 2016. The purpose of it is to finance a temporary reinsurance fund to stabilize premiums in the individual market. The Department of Health and Humana Services (HHS) has set the rate of $5.25 per each covered life per month ($63 per year) for benefit year 2014. It's based on enrollment count for the first nine month of the year. For the County, the $408,933 is based on 6,491 covered lives.
