Approval of automated clearing house (ACH) payment to the Department of Health and Human Services (HHS) via Pay.gov for the County's 2016 Affordable Care Act (ACA) Transitional Reinsurance fee of $184,329.00.
BACKGROUND
The transitional reinsurance fee was established by the Patient Protection and Affordable Care Act (PPACA). It is levied on employers and insurers for benefit years 2014, 2015 and 2016. The purpose of it is to finance a temporary reinsurance fund to stabilize premiums in the individual market inside and outside of the Marketplaces. The Department of Health and Human Services (HHS) has set the rate of $2.25 per each covered life per month ($27 per year) for benefit year 2016. It's based on enrollment count for the first nine months of the year. For the County, the $184,329 is based on 6,827 covered lives.
