1. Hold a Public Hearing to consider public comments for Hidalgo County Precinct’s No. 1 and No. 2 proposed substantial budget and program amendments for Fiscal Years 27, 28, 29 & 30 (2014, 2015, 2016 & 2017) to the work plans. The proposed amendment will delete the Senior Community and Foster Grandparent Program (subrecipients) under each precinct, due to non acceptance of grant funding and reallocate funds into existing activities. The amendment will also decrease, increase, delete and create activities with new scopes of work for the Street Improvements and Parks, Recreational Facilities (Hidalgo and San Juan).
2. Requesting approval of the substantial budget and program amendment for Hidalgo County Precinct’s No. 1 and No. 2, for Fiscal Years 27, 28, 29 & 30 (2014, 2015, 2016 & 2017) work plans.

BACKGROUND
A Public Hearing will be held on September 11, 2018 at 9:30 A.M. and citizen participation requirements will be met. Hidalgo County Precinct’s No. 1 and No. 2 proposed substantial budget and program amendments for Fiscal Years 27, 28, 29 & 30 (2014, 2015, 2016 & 2017) work plans:
Precinct No. 1
Fiscal Years 2014 and 2015: add new streets to the scope of work to each fiscal year.
Fiscal Year 2016: decrease the Parks, Recreational Facilities activity by $3,340.77, create a street improvements line item, and add new streets to the scope of work.
Fiscal Year 2017: delete the Senior Services – Foster Grandparent Program by $5,000.00, the Senior Services – Senior Community Outreach activity by $5,000.00, increase the Street Improvements activity by $10,000.00, and add new streets.
Fiscal Years 2014 through 2017: the scope of work and streets consists of the following: the reconstruction/overlay of existing county roads 1. Mile 9 (between Victoria Rd. and Midway Rd.), 2. Mile 13 ½ (2,600 ft. East of FM 88), 3. Mile 6 ½ W. (South of Mile 9 N.), 4. Mile 4 W. (from Mile 12 to 12 ½), 5. Summer View Dr. (1150 Ft. East from Mile 4 W. Rd.), 6. Mile 11 ½ (from Old La Blanca Road 3850 ft West to Goolie Rd.) and Mile 10 N. (from Mile 3 ½ W. and 4 ½ W.) in Precinct No. 1. to include but not limited to adjacent/abutting streets within the same general vicinity. Other expenditures will include professional engineering services, surveying, geotechnical and construction material testing fees, etc.
Precinct No. 2
Fiscal Year 2014: decrease the Other Public Facilities and Improvements San Juan Youth Center activity by $692.98, create a Parks, Recreational Facilities (Hidalgo) activity by $692.98, add a new scope of work.
Fiscal Year 2015: decrease the Other Public Facilities and Improvements San Juan Youth Center activity by $33,198.00, create a Parks, Recreational Facilities (Hidalgo) activity by $33,198.00.
Fiscal Year 2016: decrease the Other Public Facilities and Improvements – San Juan Youth Center activity by $158,681.74, create a Parks, Recreational Facilities (Hidalgo) activity by $158,681.74.
Fiscal Year 2017: delete the Other Public Facilities and Improvements – San Juan Youth Center line item by $224,358.51, delete the Senior Services-Foster Grandparent Program by $8,500.00, create a Parks, Recreational Facilities (Hidalgo) activity by $232,858.51 and add new scope of work.
Fiscal Years 2014 -2017: add the following scope of work to the Parks, Recreational Facilities (Hidalgo) project: Construction of a gymnasium at the Valle Alto Park located within the City of Hidalgo, TX, to include but not limited to a concession/office, interior access bathrooms, sidewalks, exterior benches, purchase of related equipment/accessories and recreational equipment. Project will also include advertisements, professional service fees, material testing fees, and all related appurtenances, etc. Project was previously environmentally cleared in FY 2016; and add the following scope to the Parks, Recreational Facilities (North San Juan): Improvements to the San Juan Park, will include the construction of a community swimming pool with handicap accessibility, a mechanical room, bathhouse with restrooms, showers/changing areas, with a separate family restroom(s), lifeguard office/concession stand, canopy structures with benches/picnic tables, lighting, parameter fencing and related equipment/accessories for the completion of the project. The project will also include but not limited to professional engineering services, geo-technical and material testing fees, and all related appurtenances, etc.
