CAPTION

A. Discussion, consideration and approval to draw down funds for the Uniform Hospital Rate Increase Program in the amount to be determined by HHSC instructions from the Local Provider Participation Fund (LPPF) with a TEX NET transfer date of November 5, 2020 and a settlement date of November 6, 2020.

B. Approval of Certification of Revenues as certified by the County Auditor from the Local Provider Participation Fund in the amount to be determined by HHSC instructions.

C. Approval of appropriations of funds from the LPPF in the amount to be determined by HHSC.

BACKGROUND

HHSC is providing notification that the IGT for the November 2020 UHRIP Payment must be entered into TexNet no later than close of business Monday November 5, 2020 with a settlement date of November 6, 2020. These funds will need to be placed in the "UHRIP" Bucket. The amount that needs to be entered into TexNet are calculated by SDA in cells L4-L16 of the attached “PGY4 UHRIP Mid-Year Calculation” workbook. 

To assist stakeholders during the coronavirus (COVID-19) emergency, the Health and Human Service Commission (HHSC) changed the schedule for intergovernmental transfers (IGT) for the Uniform Hospital Rate Increase Program (UHRIP). Typically, units of government must transfer the second half of the required funding for the program year in the October. (e.g. For Fiscal Year 2021, transfers are due in October 2020.) Given the current public health emergency, HHSC allowed units of government to make quarterly payments for the first half of their IGT commitment. HHSC is calling for the second half of the IGT commitment for SFY21 for the UHRIP program due November 2020. In light of the eFMAP period being extended through December of 2020, HHSC has calculated an adjustment to the remaining IGT amounts to account for the eFMAP applying to one third of the program year.
