BACKGROUND
Item had been placed on agenda for 2/6/08, Item 8, "Discussion, consideration and approval to provide cellular service for cell phone for the Division of Emergency Management." Although the actual phone was not requested, Tony Pena, Hidalgo County EMC, did mention it during the item presentation. It was not clear on the meeting minutes whether the phone had been appoved for purchase.
