The Hidalgo County Urban County Program (UCP) requests approval of the Texas Emergency Mortgage Assistance Program (TEMAP) Memorandum of Understanding Agreement with the Hidalgo County Community Service Agency (CSA) in the amount of $495,000 (see attached agreement), subject to and contingent upon legal review and approval.

On March 27, 2020, The President and Congress passed the Coronavirus Aid, Relief and Economic Security Act
(CARES Act) to help the Nation respond to the coronavirus outbreak. The CARES Act made available $69.6 million in
Community Development Block Grant CARES Act (CDBG-CV) funds for cities, counties, local and regional nonprofits,
and regional organizations to provide mortgage assistance through the Texas Emergency Mortgage Assistance
Program (TEMAP). TEMAP provides mortgage assistance to homeowners at or below 80% of the Area Medium
Income who have been economically impacted by COVID-19 to help provide housing stability during the pandemic.
The program can pay up to six consecutive months of an eligible household’s mortgage payments, including
mortgage arrears, with at least one of those months covering a month of future mortgage.

Accordingly, the Texas Department of Housing and Community Affairs (TDHCA) allocated $500,000 of TEMAP funds
to Hidalgo County. As a result, a resolution authorizing UCP to submit a Texas Emergency Mortgage Assistance
Program (TEMAP) application was approved by the County Commissioners Court on March 30, 2021. Subsequently,
UCP entered into a Texas Emergency Mortgage Assistance Program (TEMAP) Contract with the Texas Department of
Housing and Community Affairs (TDHCA) on June 15, 2021 (Contract # 70300001011).
