CAPTION
Urban County Program (UCP) is requesting consideration and approval of:
1. Resolution authorizing the submission of a 2022 Colonia Fund Planning and Needs Assessment application to the Texas Department of Agriculture under the Texas Community Development Block Grant (TxCDBG) Program in the amount of up to $500,000.00;
2. Authorization for the Hidalgo County Judge to act as the County’s Chief Executive Officer and Authorized Representative in all matters pertaining to the County’s participation in the 2022 Colonia Fund Planning and Needs Assessment application;
3. Approval for the Hidalgo County Judge to accept the award from the Texas Department of Agriculture’s (TDA) for the 2022 Colonia Fund Planning and Needs Assessment grant; and
4. Approval of the resolution (TDA Form A100) for designation of certain authorized bonded signatories for the application, subsequent contractual documents, environmental review documents, Request for Payment Form documentation and/or other forms required for requesting funds to reimburse projects costs for the Texas Department of Agriculture 2022 Colonia Fund Planning and Needs Assessment grant.

BACKGROUND
This Resolution is required as part of the County’s participation in the Texas Department of Agriculture (TDA) Texas Community Development Block Grant Program 2022 Colonia Fund Planning and Needs Assessment. The funds will be utilized to conduct a needs assessment of the estimated 924 colonia communities in Hidalgo County. Please see the attached Resolution.
