BACKGROUND
MOU will allow delineating responsibilities and procedures for Urban Search and Rescue (US&R) activities under the authority of the State of Texas Emergency Management Plan, the Robert T. Stafford Disaster Relief and Emergency Act, Public law 93-288, as amended 42 U.S.C. 5121, et seq., and Title 44 CFR Part 208-National Urban Search and Rescue Response System for Deputy Emergency Management Coordinator Miguel Guerra.
