Requesting authorization to award and enter into a construction contract with Titan Industrial Construction LLC., the lowest responsible bidder, in the amount of $229,200.00.

The bid opening was held on August 28, 2024, and the lowest responsible bidder meeting all specifications and requirements was Titan Industrial Construction, LLC. The project involves the expansion of the Elsa Public Library, including but not limited to extending the roof, adding a common seating area, electrical outlets, lighting, and water fixtures. Additional expenses include engineering services, surveying, geotechnical and material testing fees, advertisements, and related appurtenances. Attached is the recommendation letter from MILNET Architectural Services along with the contractor’s general liability insurance.
The funding will utilize UCP funds from Fiscal Years 2021, 2022, and 2023 Elsa Public Facilities Improvements Funds, subject to compliance with HB 1295.
