In June of 2011, the US Department of Housing and Urban Development (HUD) completed a review of the Consolidated Plan submitted by the Urban County Program (UCP). Due to this review, HUD halted the UCP’s homebuyer program in July 2011. As per the report, the UCP was advised to re-evaluate and revise the current recapture policy including lien documents. All pertinent documents and policies were revised and the freeze was lifted in December 2011. Three open contracts were directly affected by the freeze. The UCP recommends an extension to each contract in order to ensure successful project completion by both Affordable Homes of South Texas, Inc. (AHSTI) and Proyecto Azteca.
