Requesting approval to execute the 2011 HOME/CHDO contracts for Affordable Homes of South Texas, Inc. (AHSTI) and Proyecto Azteca.

The Urban County Program requested proposals from non-profit organizations on March 25, 2011 and again on April 1, 2011. A committee evaluated the proposals received. Among the criteria used in the evaluation process was project type, location, previous funding and CHDO budget balance/expenditure ratios. The usual course of action for contract execution was halted after the US Department of Housing and Urban Development (HUD) completed a review of the UCP Consolidated Plan in June 2011. As a result of this review, HUD halted the UCP’s homebuyer program in July 2011. As per the report, the UCP was advised to re-evaluate and revise the current recapture policy including lien documents. All pertinent documents and policies were revised and the freeze was lifted in December 2011. The UCP requests approval to execute the FY 2011 CHDO contracts for the following funding amounts:

Affordable Homes of South Texas, Inc (AHSTI) - $600,000 to build twenty-three (23) homes for low to moderate income families that are below 80% of the area median income for Hidalgo County.

Proyecto Azteca - $450,000 to build six (6) homes for low to moderate income families that are below 80% of the area median income for Hidalgo County.
