Discussion and possible action regarding approval to apply and submit for the Hazard Mitigation Grant Program/Texas State Shelter Initiative on behalf of the La Joya Independent School District with the authority for the County Judge to sign the required documentation.
BACKGROUND
Commissioner Precinct 3 was granted approval from Commissioners Court (AI-25672, 3/15/11), to partner with the La Joya Independent School District for this project.
The Hidalgo County Judge’s Office on behalf of Precinct 3 Commissioner Joe Flores, is requesting authorization to apply for a Hazard Mitigation Grant/Texas Safe Shelter Initiative Program on behalf of the La Joya Independent School District. It would allow for construction of a concrete, domed shelter that would serve as a multipurpose community center and safe room for residents to protect themselves from hurricanes and tornadoes.
The Texas Division of Emergency Management has the opportunity to help local jurisdictions build a community safe room for their citizens with Medical or other Special Needs. This grant program will reimburse up to 75% of the cost to construct a 5,000 square foot to 20,000 square foot facility that doubles as a community safe room. Having a community safe room nearby could prevent the evacuation of some of the MSN patients’ during a hurricane or tornado.
Hidalgo County will be applying on behalf of the La Joya School District. The school district will be responsible for the 25%, or more, of the cost share as required by the state as well as the maintenance of the safe room. The county will not be responsible for any costs of the community shelter.
