The Urban County Program (UCP) is requesting County Commissioner’s Court authorization for the County Judge, Ramon Garcia, to sign a partial release of lien regarding an assisted client under the Owner-Occupied Rehabilitation Program.

In 2004, the UCP assisted the Sandoval family with Owner-Occupied Rehabilitation Program assistance – a program that requires a 10 year lien on the property. Valley Land Title informed our office that County of Hidalgo was interested in purchasing a portion of the Sandoval property in order to widen an adjacent road. As a result, Valley Land Title forwarded our office a Partial Release of Lien that was signed by Ms. Diana R. Serna on July 8, 2012 as authorized by Court. However, in a February 5, 2013 email, Valley Land Title stated the document lacked necessary language to which they revised and asked that Diana R. Serna resign. After consulting with Atlas & Hall, Steve Crain has recommended that the Partial Release of Lien be brought before Commissioner Court authorizing the County Judge to sign the Partial Release of Lien.
