1.  Discussion of the County Health Care Funding District as per Senate Bill 1623 signed and approved by the Governor on June 14, 2013.

2.  Approval to proceed with the creation of the County Health Care Funding District.

BACKGROUND

SB 1623  was introduced by Senator Juan Hinojosa. SB 1623 amends Chapter 288 of the Health & Safety Code to allow more local control over funding for health care services on the Texas-Mexico border by allowing counties to create a "local provider participation fund" (LPPF).

A "paying hospital" will be assessed a mandatory payment based on the hospital net patient revenue as determined by the data reported to the Department of State Health Services in the fiscal year ending 2010.

Money deposited to the LPPF will be used to fund IGT from the district to the state to provide the non federal share of a Medicaid supplemental payment program authorized under the state Medicaid plan, the Texas Health care Transformation and Quality Improvement Program waiver (1115) of the Social Security Act; subsidize indigent programs; and pay the administrative expenses of the district.
