Urban County Program, on behalf of Precinct No.1 is requesting consideration and action to award and enter into a construction contract with Vanguard Engineering, LLC (lowest responsible bidder meeting all specifications and Section 3 federal regulations under 24 CFR Part 135) for the Texas General Land Office Round 2.1 (GLO Contract No. 12-406-000-6453/DRS210068) in the amount of $450,635.00. The project consists of flood & drainage improvements within Precinct No.1, Hidalgo County for the Delta Area Connector/ East Lateral Colonia Infrastructure Improvements for Acre Tract, Chapa North and Chapa South Subdivisions.
BACKGROUND
Bids were requested and received for Precinct No.1 Flood and Drainage Improvements. SAM Engineering and Surveying, Inc prepared specification packages. Bids were opened at Hidalgo County Purchasing Department on November 20, 2013. After review, the project engineer confirmed that Sanco General Contracting of Mission submitted the lowest bid in the amount of $356,216.00 but have submitted their request to withdraw from consideration. Vanguard Engineering is currently Section 3 Certified based on Federal Regulations under 24 CFR Part 135 and have matched the 2nd lowest bidder’s amount of $450,635.00. After review, the project engineer recommended Vanguard Engineering as the lowest responsible bidder. (See attached recommendation letter from SAM Engineering and Surveying, Inc.
