Requesting Approval of the revised Urban County Program HOME - Community Housing Development Organization (CHDO) – Policies Manual and authorization to revise as necessary.
BACKGROUND
On July 24, 2013, the US Department of Housing and Urban Development published a change to the Final Rule in the Federal Register. The change amends the HOME Investment Partnerships (HOME) Program regulations and is included within the revised CHDO Policy Manual under Section VII. FY 2012 HOME Appropriations Requirements. The changes reflect the requirements provided in the Final Rule that pertain to underwriting, developer capacity and market need. The revised policies will take effect immediately.
