1. Requesting consideration and authorization for Hidalgo County to submit the Texas Department of Public Safety Texas Homeland Security State Administrative Agency (SAA) 2014 Eligibility Certification Form to the SAA for the FY2015 Homeland Security Grant Program.

BACKGROUND
Completion of the 2014 Eligibility Certification Form is required by all potential sub-recipients to be eligible for FY2015 Homeland Security Grant funds and must be signed by the chief elected official.
The FY2015 Homeland Security Grant Program (HSGP), State Homeland Security Program (SHSP), Law Enforcement Terrorism Prevention Activities (LETPA) for LRGVDC Local Governments is currently open. The LRGVDC will be allocating funds to eligible jurisdictions based on the FY2014 HSGP guidance, eligibility requirements, and amounts received from the State Administrative Agency (SAA) for our region. As required by the SAA, the 2014 Eligibility Certification Form must be completed and submitted as part of the eligibility requirements prior to applying for any of the programs from the SAA for the FY2015.
The FY2015 HSGP Guidance and final eligibility will be released by the State Administrative Agency at a later date. Eligibility requirements remain the same as in FY2014. Requirements are as follows:
• Certification Inventory Form (due by June 23)
• Annual Inventory Certification Form (due by June 30)
• NIMS (Adoption and NIMSCAST Compliance)
• Emergency Management Plan (Intermediate Level)
• OMB Circular A-133 Single Audit
• Texas Regional Response Network Asset Reporting
• Criminal History Disposition Reporting (90% by Aug 1, 2014 for Adult and Juvenile. Cities
selected for funding will forfeit funding if their county does not meet this requirement)
