1. Requesting consideration and authorization for Hidalgo County Emergency Management to apply for the FY2015 State Homeland Security Program (SHSP) and Law Enforcement Terrorism Prevention Activities (LETPA) Grant from the State Administrative Agency.

BACKGROUND
The FY2015 Homeland Security Grant Program (HSGP), State Homeland Security Program (SHSP), Law Enforcement Terrorism Prevention Activities (LETPA) for LRGVDC Local Governments is officially open. The LRGVDC will be allocating funds to eligible jurisdictions based on the FY2014 HSGP guidance, eligibility requirements, and amounts received from the State Administrative Agency (SAA) for our region. As in years past, the LRGVDC through its Homeland Security Advisory Committee (HSAC) has developed the attached application which will be used for FY2015 SHSP/LETPA funding requests.
It is predicted that FY2015 HSGP funding may increase; however, planning for a reduction of funding is highly recommended, especially since funding resources continue to decrease and/or streamlined by the state and federal agencies. Your agency should conduct a good assessment of your current capabilities to determine the funds you need in order to continue to sustain those capabilities. Based on the FY2014 HSGP, the minimum expected to be awarded to our region is $490,029.98. You may submit projects up to but not to exceed the minimum expected amount.
