Authorization to issue a check from the general fund to the U.S. Housing and Urban Development (HUD) in the amount of $7,486.88 due to a FY’05 Urban County Program (UCP) HOME Program participant’s inability to keep the assisted housing unit compliant.

The UCP entered into an agreement with eligible applicants in August, 2005, in the amount of $32,000 for the demolition and reconstruction of a Hidalgo County (or City of Weslaco) single-family housing unit.  The applicants, unbeknownst to UCP, gift deeded their property to another family member during year two of ten.  Unfortunately, transfer of property during the lien period is against program requirements and therefore non-compliant.  The UCP was able to recapture most of the assistance funds; however, $7,486.88 of the required recaptured funds was not able to be collected.
