A.  "Discussion, consideration, and approval of a necessary CARES Act Relief Fund expenditure to cover costs not accounted for in the current budget and cannot be lawfully funded by a line item, allotment, or allocation, for the delivery of the purchase of a Mobile Command Unit (purchase approved on 08/25/2020, AI-77003), while operating testing sites, responding to food distribution locations and otherwise coordinating the Hidalgo County COVID-19 response, it is critical that the Office of Emergency Management maintains complete communication and information management capabilities; the Court having reviewed the Agenda Item Briefing, herein finds that such expenditure is reasonable and necessary for the intended use.";
 

B.  Requesting exemption from competitive procurement requirements pursuant to TxLGC 262.024 (a)(1) & (2) as attached herein;
 

C.  Requesting approval of Change Order #1 in the amount of $4,424.39 for the delivery of the Mobile Command Unit through LDV, Inc., in accordance with their HGAC contract, AM10-18, to be processed via a Purchase Order Increase under PO#820505, with authority for Emergency Management Coordinator or County Executive Officer to execute CO#1, as required by the vendor.
