Authority to negotiate a professional engineering service contract with the second/third highest ranked firm for the provision of engineering services for an Urban County Program Year 35 (2022) Sullivan City Street Improvements Funds & Pct. # 3 (2020-2021) project.

Negotiations with the No. 1 ranked firm, S & B Infrastructure were not successful.  The scoring grid for engineering firms for the Sullivan City Street Improvements Project was originally presented in Hidalgo County Commissioner’s Court on November 1, 2022 and ranked the following firms, of which S & B Infrastructure Ltd, was ranked No. 1, Terracon Engineering, Inc. was ranked No. 2 and Izaguirre Engineering, LLC. was ranked No. 3.  S & B has declined service contract, therefore we need to negotiate with the next ranked professional service provider.
