Section 3 Presentation to the Local Community for Grant No. CFC24-0082, awarded by the Texas Department of Agriculture (TDA) under the Texas Community Development Block Grant (TxCDBG) Program - Colonia Fund Construction, as required by TDA.

1)  The TDA requires all recipients of Texas Community Development Block Grant (TxCDBG) funds to demonstrate compliance with applicable federal and state requirements that ensure equal opportunity and access to the benefits derived from the TxCDBG Program.

     One such requirement is compliance with Section 3 of the Housing and Urban Development Act of 1968, which directs grantees, to the greatest extent feasible, to provide employment, training, and contracting opportunities to low- and very-low-income persons (Section 3 residents)
     and Section 3 businesses in connection with construction activities funded with TxCDBG assistance.

     To meet this requirement, the Grant Recipient must conduct a Section 3 presentation to the local community outlining the Section 3 goals, priorities, and opportunities associated with the TxCDBG-funded project. This presentation serves to inform residents and businesses of potential         employment and contracting opportunities generated by the project and how they may participate.

     In addition to the public presentation, the Section 3 presentation materials will be made available to the community on Hidalgo County’s official website, under the Urban County Program – Section 3 webpage, to ensure continued public access to this information.
